[e-users] Efl and Elementary 1.9.4 release

We are happy to release another stable update for the 1.9.x series. This might be the last release for the 1.9.x series depending on how many backports we will get before the final 1.10 release. If some more backports pile up I will do another stable update for 1.9 around the time of the final 1
