Why does terminology need emotion as a dependency?
If it is for a specific feature of terminology, then shouldn't it be
enabled/disabled like Evas (module) support?

It is. You just don't really need it, if you either include the font
in your theme direc

it is checked. if it is there evas compiles fontconfig support. if not it
