Can I just confirm I understand the problem:
1. Draco Service runs on a different machine to DracoCli?
2. Draco Service runs and tries to build Portal, but simply hangs?
3. You stop Draco Service and then you cannot restart the service
4. You reboot
5. Once reboot, Draco Service restar
