Yes, as a personal project sure thing. If you need help ask on django users
or respective forum. Contributing to Open Source doesn't really mean to
start with GSoC. Start with a pet project and keep working on it.

Also, forcing users to use a bundler like webpack is not really preferred
by many. Some might want to use gulp, or maybe nothing at all.
