[Development] Stepping down as moc maintainer.

Hi, Officially, I am the maintainer of moc. However, in practice, I have not been doing much development on it in the last years. I even have conflict of interest since I maintain "competing" project[1]. I am not keeping up with my gerrit folder (not only moc though), and I don't see the time
