There is fallacy at the heart of this proposal. "Anyone in the community"
cannot be assigned an issue, or be able to assign themselves an issue. Only
"Approvers" can be assigned or assign issues in the present JIRA scheme.

The manage watchers change has been implemented so all "Approvers" can manage
watchers of issues.
The autowatch plugin has been successfully tested by will require a JIRA
restart to implement, timing of which is presently undetermined.
