I guess it is more than half a year of work to clean this up. Maybe we should
only move the libchip and c/src/lib/libbsp/shared file

I was looking at the build logs for warnings and found this:
rtems/bsps/mips/rbtx4938/include/bsp/irq.h:66:0: warning:

Searching with Google, I couldn't find a manual to check this but
found this which indicates that setting it to 25 is right and 27 is
wrong.
