I'm not sure about builds of such an old version with MSVC13. Is there a
reason you don't use a newer version? 3.11 is over 10 years old.
To build 64-bit you have to use the x64.bat.

I have had success building 32bit NSS 3.11.4, NSPR 4.6.4, and JSS 4.2 on
Windows 7. The component versions are a little outdated, but I went with this
baseline since it was recommended on one installation guide to be tested
together.
Next I wanted to build NSS,NSPR, and JSS for Windows 7 x86_6
I have successfully built NSPR 4.6.4, NSS 3.11.4, and JSS 4.2 for Windows 7 32
bit using Mozilla-builder and Visual Studio 13.
Next, I'd like to build the same stack for Windows 7 - but I want the NSS/JSS
to be compatible with 64bit JVM.
