Proposal: Move node from 8.11 to 10.15 and npm to 6.4

Hey all. I'm not as familiar as some here with Mozilla's approach to build tooling upgrades. How feasible would upgrading Node to 10.x be for builds, and if the answer is that it is infeasible at the moment, what would be a realistic timeline for the upgrade? We've begun to run into issues wher
