I'm not sure I envisioned the tracking issue number/link be explicitly placed
into the RFC. The tracking issue referencing back to the RFC PR and and RFC
itself seems like it would be sufficient, but I can understand the desire to

I'm working on getting Linux Nightly built for pip. To do this, I needed to
upgrade to manylinux2014. It wasn't possible to easily build LLVM with
manylinux2010 any longer. Additionally, the nightly will only work for builds
from main rather than the latest stable release. I think this is enou

@tqchen @jroesch I updated the process to more closely match the Rust process.
A few comments on it:
* I still kept it more lightweight than the Rust process. As a smaller
community, I want to strike a balance between formalism and ease of application.
* One major difference is in postponement.
