okay, traced this down with the help of asf infra. it appears we tried to
configure this in `.asf.yaml` last Oct, but GH API didn't support configuring
branch patterns. @driazati filed a
[ticket](https://issues.apache.org/jira/browse/INFRA-23834) about this and they
manually configured it for u
