The file is created, but it is empty.
The file catalina..log is also created and Tomcat writes to it.

I use this logging.properties file to configure java util logging in tomcat.
When a servlet throws a ServletException in the init() method it is shown in
the file localhost..log like this:
INFO: startup: WCES: admin started
