I'm done. I cherry-picked 3 bugs into 9.8.1. Tests and precommit pass.
Christos: small fixes like that -- just cherry pick them to branch_9_8 if
you wish to.

Yes, as long as it's in the 9.9 release notes on main and branch_9x, they
will be removed when 9.8.1 is released.
