I agree it is time to drop 8.x support. Users have had a LONG time to consider
upgrading to 9.0, 9.1, 9.2, 9.3, 9.4, 9.5, 9.6, 9.7, so I see no problem in
simply announcing today that 8.11.4 is the LAST 8.x release, and officially
