Adopt-OpenJ9 is now Semeru, and their v21 will be released next week if I
am not mistaken.
I'd love to keep that in, because it is the only JVM which does not run on
hotspot.

That said there is a misconfiguration in the GH Actions yaml about version
21 but this one is less misterious:
Error: Could not find satisfied version for SemVer '21'.
