we should probably implement pluginManagement import the same way
dependencyManagement was done a few years ago to avoid such copy/paste for
many people: it would be replaced by 1 pluginManagement import

generated LICENSE auto-updates the years.
For that reason I wouldn't put them there.
IIRC the ASF is not very clear about it, so for that reason there hasn't

I dont know how rsync has been setup but there will always be a chance
that the intermediate files created get synce
