The xdoc tool will be a general purpose tool, when I've fully debugged
it I will put the actual plugin source in maven-components/maven-plugins
but the tool itself for rendering xdocs ->

o A maven component for converting xdocs --> xhtml which is ~25k and can
generate the docs for the maven site in ~ 1s.
