Please be aware that the last fix I put in has introduced some problems,
so if you are bootstrapping - some property setting may go awry. I'll
either fix it or back it out tomorrow before putting together the
release for a vote.

Oh yes, it was use when core plugins was in plugins-build directory.
Now it isn't necessary.

I put beta
The offset field in the pom is supposed to be against UTC.
However I do not have elite javascript skills and I think that is the
cause of the problems!
