Well, whatever role is specified by the project.
I think Maven requires jira-administrator, but that can certainly
be changed.
It could become maven-developers, or we could create yet-another

I think that we also should apply theses rules for the plugins (even if there are less
bugs).
I found a lot of closed issues with no "fixed version".
