should and should not be migrated, whether old issues would remain in
Jira, etc. I'd vote +1 on some of the variants and -1 on others.

I can see from MSHARED which uses the Maven Permissions Scheme that PMC
members have the ability to move issues. I'd be happy changing that to
allow committers to do the same, but I cannot find where I can edit the
scheme...

[MPOM-209] correct jira component url.
The Jira URL with the component Id was not valid id so changed it to
https://issues.apache.org/jira/issues/?jql=project%20%3D%20MPOM%20AND%20component
