For the record, JIRA is working fine. The mail just isn't getting from

precedence header.
If it is disabled, no mail is sent at all. Nice.
It looks to me like they only disable the header when they send
JIRA was upgraded and started adding the Precedence bulk header again.
I'm trying to figure it out.
