Hi,
Some stuff has changed on our side so we need some time till we
restart uploading jars. We'll do asap. The procedure is the same.
To become a synchronizer you just have to ask and convince us that
it's worth ;) We currently just do it for well known communities and
projects.

I have created upload requests for two jar files of my projects. I have
seen more projects being stalled in JIRA since 1 april. Has the
procedure to upload libraries to ibiblio changed?
On another note, how can you become a synchronizer with Ibiblio, just as
