A quick look into current MavenUtils (from HEAD) brings a conclusion that this issue
is only partially fixed.
In about maven-b10 a project descriptor in MavenUtils.ge

Currently we are cleaning up the JIRA issues and set accurate fix versions.
Outdated issues will be ignored as the problem may have been already fixed.

Does this "Fix version" mean this bug won't be considered in the reasonable future?

Of course Maven depends on dom4j 1.4 not 1.2.8.
1.2.8 i log4j version number.
