I've been able to reproduce this. It seems to me that jstl should depend on
standard, or standard should depend on jstl - so you don't have
JSTL should list jsp-api as scope=provided

I deleted my Tapestry POMs (rm -r ~/.m2/repository/tapestry) and it still
appears that these dependencies (javassist, ognl and commons-fileupload) are
