I just noticed, that some plugins are missing in the
http://repo1.maven.org/maven2/org/apache/maven/plugins/maven-metadata.xml file.
For example the install or the rar plugin are not listed there.
I guess because of this mvn help:describe -Dplugin=install is not
working:
