I will promote the artifacts to the central repo, the source release ZIP
file and add this release the board report.
I can see from MSHARED which uses the Maven Permissions Scheme that PMC
members have the ability to move issues. I'd be happy changing that to
allow committers to do the same, but I cannot find where I can edit the
scheme...

Lately I've found an occasional need to move a Jira issue between
projects; e.g. from maven-dependency-analyzer to
maven-dependency-plugin or vice versa. I think this requires the Jira
administrator to grant some sort of move issue permission. Is there
somebody here who can do that? It seems a reas
