The difference is in the lifecycle.
The jar/war bundle may contain modified resources other than the classpath.
So testing the bundle is more closely to realistic testing of the entire
application.

I like failsafe as well and in our jenkins instances we do not use
failsafe:verify. Instead the build will go red for a broken surefire
test but only yellow for a broken IT. Adding more plugins into to
default lifecycle slows down execution as well and for some projects
it is just not needed.

first to say trying to build surefire with Maven 2.2.1 will fail with a
circular dependency...problem (as Kristian mentioned)...so best would be
to require such things not by a README better by prerequisites/enforcer ...

resolution to handle the somewhat crazy hoops we jump through to test
surefire with surefire itself. So although we're still 2.2.1

It has been nagging us for quite some time now, if you built with the
rat profile activated. In the latest parent release it was moved to be
a part of the normal build and to also fail the build. So the
situation is new, but you can't blame the rat for that - it was our
own decision :-)

I suppose you're right. I was sufficiently unfamiliar with rat to know that
it always fails the build, I was somehow hoping it would nag us initially
and we could make it stricter after some time. But the rat seems to be an
all or nothing kind of type
