Post your questions about the Axis2 plugin on the Maven Users list.
The author of that plugin reads the User list, and I'm not sure if he
reads this Dev list.
Someone else just recently posted some questions about that plugin,
and the author responded very quickly.

On a fresh checkout/update, the modules do not exist in the local (or
remote) repositories yet.
When you run the eclipse:eclipse goal, it tries to resolve the
dependencies, it can't as there is no information present in the
repository system for those modules.
