I recommend using o.a.struts for all new versions, and not changing the
old ones.
This is much less work than the alternatives. The downside is that it
won't mediate old versions, if you think this is necessary then you can
go ahead and do the relocations in the m2 repo in addition to the above.
I've commited the first couple of (experimental) m2 build files for
Struts, and I used 'org.apache.struts' for the groupId. The m1 build
uses groupId 'struts'.
If the package name type of directory structure is what we should use
for m2, do you want to go ahead and relocate the existing Struts

I do have such a goal already as well. What I mean is a support of the
artifact plugin for the java.src type. I want to be sure that it would
deploy in the java-sources directory of the repository (so that this
