I'm an idiot. The Cenqua licensing section doesn't have a license like this,
but the Clover licensing section does have a link to one. I'll copy that into a
LICENSE.tx

None of the other Clover jars seem to have a license, and the Cenqua use of the
word license means the file needed to make the jar work, and not a legal
document.

create a fake one from a binary jar.

Thanks to those who are testing. Let us know if there are any problems -
there have been a large number of bugfixes this round, so plenty has
changed.
So far, the following issue has been resolved:
- bug in the jcoverage plugin was exposed by improved error handling.
Fixed, new release need
a new goal to handle their format, if necessary.
