Hi,
I have just added the properties of the repository at cvs.apache.org to
plugin-parent.
Snapshots can be deployed there and note that it's not synced with ibiblio.
You should be able to deploy to it with -Dmaven.repo.list=apachecvs

Well, whatever role is specified by the project.
I think Maven requires jira-administrator, but that can certainly
be changed.
It could become maven-developers, or we could create yet-another

I agree about linking it to the javadoc plugin. I think the best is for you
to create a JIRA issue and attach a patch against the last CVS HEAD of the
javadoc plugin.
