What do you think if we rename the extensions for goals.xml and
properties.xml in order that XDOC doesn't try to transform them? (like .fml
for faq).
Do you have an idea for the extensions ?

I believe both the goals.xml and properties.xml stuff should be moved
to the plugin plugin.

In general there are some plugins (like faq) which generate XDOCs from XML
files and the xdocs are transformed in HTML with the XDOC Plugin.
XML files -> |FAQ Plugin for example| -> XDOC file
