When I run:
mvn -pl log4j-api -DskipTests clean verify
I do not see calls to japicmp or revapi.
How do we check that we are not breaking binary compatibility?

in case you couldn't fix winget - this is how you install the remaining
dependencies for Windows via choco:
choco install mono
choco install dotnet-8.0-sdk
I will add the alternatives to the instructions.

We changed the file location (subfolder) in 3.0.2 and I only updated the link
for Linux and missed Windows.
