I should add that I really hate Windows. It is always the stupid file system
stuff that causes problems. I have to bring up Windows in a VM on my Mac to
test it so I only do it if Jenkins or GitHub Actions tell me there are problems.

could reasonably do. We still have a couple of unit tests failing on Windows
that need to be fixed before a release. I am working on that now. After that is
complete I can start a release.

Sounds good. I'll update that in the coming days/weeks - I have a
deadline approaching for work, so I may not be able to do much for a
bit.
I'll also assume that other C++11 features are available(e.g.
std::thread, enhanced for loop) moving forward.

I should be able to take time pretty much any weekend at the moment to
do a release. Perhaps we can spend this week (and next if necessary)
cleaning things up to be ready for release?
