I've updated the git tag to be v12.0-rc2 and am deleting the v12.0
tag. The v12.0 tag will be created upon a successful release vote.

of diffs that link to gitbox I am unable to access them. It doesn’t ask me to
log in. Does anyone know how to make that work?

I believe that means a PR was merged via gitbox rather than github.
Upon pushing the merge to gitbox, the github sync will automatically
mark the PR as merged once it sees it was merged.
