conditions with WAN specifically when old and new servers are vying for primary
status.
This fix will alleviate the problem in 1.14. The code that caused the problem

The fix for GEODE-9000 (NPE during Network Partition) is being applied to
develop and is needed in 1.14 as well.

Hi Ernie, it looks like Darrel did propose this and it was already added to
1.14.0 blocker board yesterday morning. Once it's on the blocker board you are
free to backport it whenever you're ready, no need for a 2nd proposal.
