[Discuss] Move the document from main Doris repo to doris-website

Hi all, I would like to move the document from the main Doirs repo[1] to doris-website[2], so that we can more focus on reviewing the document in a separate repo. The entire `docs`[3] dir will be moved, and there are a lot of works to do such as the CI and website building scripts. [1] https:
