Since v1.2.3 has been release 2 week ago, I would like to start the release
management process of v1.2.4.
All commits which are to be merged into this release should be labeled with
"dev/1.2.4".
And all commits which are merged into branch-1.2-lts should be labeled with
"dev/1.2.4-merged
