Sonatype gives a free license to Nexus Repository Manager to forges like Apache. In the case of Apache Sonatype also helps with maintaining the repo manager. Brian Fox (CTO of Sonatype) is Apache Maven committer and on the PM board. Others feeding into Central are e.g. Atlassian, RedHat/Jboss.
