As the Apache Software Foundation principles and values include
'comfortable technical discussion', I think, every Apache project should be
welcoming and friendly to newcomers. I guess some incubating projects may
need volunteers more than top-level projects, but I just guessing here.

I am good at java programming and know a little about C programming. I am a
