This makes use of Hugo aliases for referring to old URLs:
https://gohugo.io/content-management/urls/#aliases
If it is easier to do this in the `.htaccess` file, feel free to close this
PR.

The __index.md was a suggested workaround on the Hugo forums (can't find
an exact reference).
This workaround was needed because the community.apache.org website used a
combination of different URLs, e.g.:
