[QUESTION] Is there a way for a top level project to get some fund from ASF?

Not sure where to ask this so I hope this list could help me. Is there a way to submit request from a top level Apache project PMCs for some funding from ASF such as to produce stickers, t-shirts, or maybe to pay external clusters test machines for long running tests? Thanks, - Henry
