We have fixed a few bugs and added some enhancements since Apache
Commons Parent 63 was released, so I would like to release Apache
Commons Parent 64.

We have released Apache Commons Parent 63 but you can ignore it as it
does not build Java 8 components that use Checkstyle due to a new
version of Checkstyle inadvertently brought in that requires Java 11.
In the upcoming release 64, Checkstyle versioning will be managed by a
Maven profile.

Apache Commons Net 3.10.0.
Apache Commons Net library contains a collection of network utilities
and protocol implementations. Supported protocols include Echo,
Finger, FTP, NNTP, NTP, POP3(S), SMTP(S), Telnet, and Whois.
