I am definitely in favor of this. I've been getting complaints that some of
the synchronization I put in causes bottlenecks. I would love to convert
those to read/write locks to fix that.

I've added a tar.bz2 holding the eleven zips needed to run all tests in
Zip64SupportIT to svn trunk and use the antrun plugin to trigger Ant's
untar task to extract them before running the tests.

I think it sounds fine, in the past some components like Digester
jumped directly to a major release, some others like Discovery just
increased the minor version.
I think that just small and compatible changes are enough to justify a
minor release.
