I had a look at the code and tested it within commons-exec but it did
not solve the command line parsing problems the users are tackling. I
added two additional tests to document my problems in
ExecParseUtilTests.java (attachement to EXEC-36).

problem I encountered was that double-quote characters in script tags
were URL entity-encoded in the resulting XHTML code. There was already a
