[VOTE] Release Apache Cassandra 0.8.1

Ladies and Gentlemen, Cassandra 0.8 is now out and we'll hopefully soon have the first minor release on that branch out too. It is now time to think of the next iteration, aka Apache Cassandra 1.0 (sounds amazing...). The 0.8 release was our first release on our new fixed 4 months release schedul
