Does current version support flow control?

Hi all, I have read the create paper from Robbert van Renesse, *Efficient Reconciliation and Flow Control for Anti-Entropy Protocols*. But I didn't find the flow-control feature from the latest source code. If I am not right, please kindly point out which part. Thank you, Carlin
