FTR, it's only the very final step of pushing the release artefacts public
that only the PMC can do. Any committer can initiate and lead the release
process at large.

I wanted to give an update on where we are with the release. After
some delays last year, we've finally merged the authorization PR
into Sidecar. My focus this week is to try to merge any pending PR
that will be included as part of the first release, and the following
week I will work on
Well, as a growing member on this community, I definitely see benefit on such a
review style guide. I’d also be more than happy to participate on its creation
with my “fresh eyes reviewer” hat, as someone that hasn’t been reviewing PR for
as long as other members of the community.

We are already coming forward with how contributors should go around PRs
here (1). That is the default PR template which is posted to every PR when
not changed by the contributor before creating it. I can't think of a
