[Desktop-packages] [Bug 1318174] [NEW] Non-executable startup script breaks / slows down system

Public bug reported: I added a shell script to execute at startup under System Settings -> Start & Exit (not sure if these are the exact words in English), but forgot to mark it executable. The next time I booted the system, Kubuntu apprently tries to open the script file with Kate (the window bar
