I wrote a small test program to test the client connectivity with
libmysqlcppconn7v5 (tested on Ubuntu 20.04 LTS) to an up-to MariaDB
server (Ubuntu 22.10 LTS). The MariaDB server was explicitly configured
to not use TLS. The test client is configured to enforce TLS, i.e.:

The problem is also reproducible under the latest development version of
Ubuntu 18.10 (Cosmic) (version of August 28, 2018). It also uses
libpoppler-0.62.0.

Evince and Okular.

it is likely a problem with libpoppler.

Interestingly, Ubuntu 16.04's traceroute supports IDN, but neither
tracepath nor traceroute6/tracepath6:

I can confirm the problem for Ubuntu 13.04. The problem is that the
"ghostscript" package does not contain pdfopt, but just its manpage. I
think, something went wrong with the packaging:
